School Administrator Guidelines for Hiring NJROTC Instructors

The following procedures are provided for your use when a vacancy at your NJROTC unit occurs:

  1. Notify area manager of vacancy
  2. Request certified applicant list from area manager
  3. Verify certification on applicants being considered for vacancy
  4. Only one non-Navy instructor may be hired
  5. Only officers may be considered for SNSI
  6. Only enlisted may be considered for NSI
  7. Excepted positions
  8. Notify the area manager of hiring
 
1.

Notify Area Manager of Vacancy

  Always notify your Area Manager immediately when you have a vacancy. The Area Manager will notify NSTC (NJROTC Instructor Administration) and request to have your vacancy placed on the vacancy list at https://netfocus2.netc.navy.mil/Jrotc/inst_vac.asp.

Request Certified Applicant List from Area Manager

  A Certified Applicant List is generated by NSTC (NJROTC Instructor Administration) after each Instructor Certification Board. This list is provided to the Area Managers and made available to schools with vacancies.

Verify certification on applicants being considered for vacancy

  All NJROTC instructor applicants must be certified by the Navy. Two certification boards are held annually, usually Spring and Fall. Verify an applicant's certification by calling NSTC (Instructor Administration) at (850)452-9510/9511.

Only one non-Navy instructor may be hired

  The school may hire one instructor who is a retired member of the Marine Corps or Coast Guard in lieu of hiring all retired Navy instructors. For those units authorized four or more instructors, requests to hire additional Marine Corps or Coast Guard instructors will be considered on a case-by-case basis by NSTC.

Only officers may be considered for the Senior Naval Science Instructor (SNSI) position

 

 

The SNSI position is an officer position and must be filled by an officer: Chief Warrant Officer (CWO), Lieutenant (LT), Lieutenant Commander (LCDR), Commander (CDR), or Captain (CAPT). There are no waivers to this requirement. Officers may be Navy, Marine Corps or Coast Guard. Officers must possess at least a baccalaureate degree from an accredited college or university.

Only enlisted or junior officers may be considered for the Naval Science Instructor (NSI) Position

 

Under a new policy, the NSI position may be filled by enlisted applicants or junior officers (e.g., Chief Warrant Officers, or Limited Duty Officers (Lieutenants)). No waiver to hire the above named officers is required. However, the officer filling the NSI position must be junior to the officer filling the SNSI position.

WAIVER EXCEPTION:
If a school has advertised their NSI vacancy for a period of time and no applications from enlisted personnel or junior officers has been received, the school may apply to NSTC, through the Area Manager, for a waiver to hire a senior officer. The school must show sufficient reason to justify this request.

If the waiver is granted, the school may then hire a senior officer to fill the NSI position. However, the officer filling the NSI position must be junior to the officer filling the SNSI position. Until the waiver is granted, please do not interview a senior officer for the NSI position or make an offer of employment.

In a case where a school, because of the waiver authorized, employs two officers and the SNSI position becomes vacant, the officer employed as the NSI will assume the SNSI position assuming the officer has at least a baccalaureate degree. At that point, the school must then hire an enlisted applicant or a junior officer.

Excepted Positions:

 

Individuals who have been retired for more than 6 years may fill positions that are hard to fill (excepted units). Schools that have been on the vacancy list for more than 4 months without receiving an application may request authorization to hire an applicant over the 6-year time limit. The vacancy list on the website at https://netfocus2.netc.navy.mil/Jrotc/inst_vac.asp. will be annotated to indicate excepted units.

The school must provide a letter to NSTC, via the Area Manager, to identify an applicant who requires a waiver, and request a special Instructor Certification Board. The applicant is required to provide a completed instructor application and a complete copy of his/her service record to NSTC (NJROTC Instructor Administration). Once the board is complete and the applicant certified, the applicant will be notified by NSTC of their certification and the restriction that their certification is valid for that one school for a period of 1 year. After 1 year, with good instructor evaluations, the instructor may request permission to have his/her certification changed to a general certification, which then he/she may apply to another unit.

8.

Notify Area Manager of Hiring

  Once you have determined whom you will hire for your vacancy, notify your Area Manager who will notify NSTC. This action will start in motion the necessary actions related to Instructor Administration, Instructor Pay, and New Instructor Orientation Training.
